It was most likely named after Queen Elizabeth I of England, nicknamed the 'Virgin Queen'. As a feminine given name it has always been more popular in the United States than the rest of the English-speaking world, although lately its usage has declined even there. Virginia is the name of many places in Australia and Canada. The famous bearer was the English novelist Virginia Woolf.
